Finance Business Partner

Salary: £57,698 - £74,887

As a capable Finance Business Partner, you’ll be on top of the challenge and ready to deputise for the Assistant Director – Service Finance (Deputy S151). Your main task is to lead a team to provide an excellent financial service to one of three directorates – Neighbourhoods (including Housing), Education and Skills and Adults. Naturally collaborative, you’ll be a key member of that Directorate Management team, giving guidance on everything from key business planning assumptions, major transformations and exploring commercial opportunities. Through great professional relationships, you’ll explain important information, encouraging budget holders to think about long-term financial impacts of their decisions. You’ll also provide the analysis and insights needed to shed light on specific issues. It’s all about driving business performance and making Finance’s expertise reach as far as it can. Finance Manager – Insurance

Salary: £44,863 - £56,075

As the Finance Manager for our Insurance Services, you’ll assess risks faced by the Council and develop our insurance strategy. The goal? To provide the ideal balance of cover against cost. It’s no small feat: we have some £5.5bn of property to insure, total insurance premiums c£5.5m, significant levels of self-insurance and major capital and project developments underway.

 

A capable Finance Manager, you’ll be on top of the challenge and ready to deputise for the Head of City Finance. You’ll shape strategy, helping services to procure contracts and work closely with insurers, lawyers and claims handlers. You’ll also support and advise the Council’s external companies who procure their insurance arrangements through us. To help you, you’ll have a dedicated team, who’ll be looking to you for support, leadership and an organised workload. You must therefore be an experienced Finance Manager with tried and tested skills.

 

With a qualification in insurance or risk management (or equivalent experience), a role of this scale calls for an expert in insurance portfolio management. Highly motivated, you’ve advised at senior levels, worked successfully with partners and brought in change initiatives. With this background you’ll have the credibility to advise senior staff (both within the Council and our external companies), negotiate contracts for major projects and present high-level business documents. You’ll also help our teams deal with claims against the Council, supporting Counsel in legal hearings. Finance Manager – Strategic Capital

Salary: £44,863 - £56,075

In this key Finance Manager role, you’ll head up the Capital team and provide the Council with specialist support. In practice, this means co-ordinating our capital budget process, in-year monitoring and ultimately, the closedown process for all our capital programmes. There are some hugely exciting projects underway, which makes this an interesting and varied role. The current year capital programme is £850m and forms part of an approved £3.3bn programme that covers the Commonwealth Games, Housing, Regeneration, Transport and Schools. With so much happening, we need to be at our best, so we’ve devised a plan to improve capital governance and management across the Council. You’ll help us perform outstandingly by forecasting the resources we’ll have available, preparing and challenging Capital bids, and checking compliance with financial regulations.

 

In this high-profile role you’ll be leading Business Analysts, supporting Project Managers, giving guidance to high-level managers and dealing with Members (especially on our Capital board). As a Senior Business Analyst, you'll be part of a small team providing the best possible support to the Council’s Adults Service. Day to day, you’ll help us manage budgets of over £80m across social work teams and in-house care services. To succeed, you’ll need a good grasp of the social care system and the financial needs of multi-agency service teams. You’ll also need the skills and experience to support projects, deputise for the Finance Manager and supervise other staff members, ensuring we get the basics right, each and every time.

 

Experienced and CCAB qualified or equivalent, you’ll bring significant technical skills and experience. Senior Business Analyst – Treasury Management

Our Treasury function manages a gross debt portfolio of £3.8bn (£3.3bn long-term and £500m short-term). It aims to be bold and innovative while following – and shaping – Treasury best practice guidance. This is an exciting time as we’re exploring non-traditional sources of financing such as a Private Placement of Debt. In this Senior Business Analyst role, you’ll report to the Treasury Manager, and be a key part of the Treasury Front Office Team.

 

It will be down to you to prepare cashflow projections using intricate internal treasury models while helping us to achieve best-in-class status. You’ll also manage and optimise our cashflow, working with external partners to manage the Council’s investment and borrowing needs. Then there’s the tasks of preparing treasury-related returns, completing year-end accounting and monitoring monthly reconciliations throughout the course of the year. We’re looking for a qualified accountant to manage treasury operations. You’ll keep your knowledge up to date and have a good grasp of relevant legislation. Business Analyst – Treasury Management

Salary: £27,741 - £34,728

Our Treasury function manages a gross debt portfolio of £3.8bn (£3.3bn long-term and £500m short-term). Every day, you’ll be maintaining treasury investment and borrowing transactions on the Council’s treasury management system. You’ll also co-ordinate our Treasury payments including the flow through approved levels. As you become proficient, you’ll have the opportunity to become more involved in the strategic and front office functions.

 

AAT-qualified, you’ll be used to working within a professional finance team. As an Accounts Payable Manager in our fast-paced, high volume transactional team (approximately 407,000 invoices paid per annum) you’ll lead c.30 staff to provide an outstanding service. Together, you’ll see that our suppliers are paid accurately and on time and build great working relationships with our directorates, schools, partners and suppliers. It’s all about excellent performance and customer service, which is central to our Accounts Payable operations. As an Accounts Payable Specialist, you’ll be part of a fast-paced, high volume transactional team (approximately 407,000 invoices paid per annum). Reporting into the Processing Team Manager, you’ll tackle the administration of procure to pay processes, dealing with invoice payments, handling complex supplier queries and organising the workload of your team. You’ll strive to provide fantastic customer service by getting the best from staff. That means encouraging great performance through supervision, mentoring and 1:1 meetings.

 

You’ll already have experience in Accounts Payable, ideally in a similar role. That means you’ve got well-developed numerical and computer skills, including Word and Excel. As an Accounts Receivable Cashiers Specialist, you’ll help us manage and recover some £200m of income. Part of the Sundry and Adult Social Care Debtors teams, you’ll report into the Team Manager and use your skills and experience to provide a high-quality debt collection service. It means inputting data into our systems, answering queries and moving recovery processes forward. In short, you’ll be an essential part of the Finance team, ensuring we efficiently recover the monies we’re owed.
